The Secretariat of the Barbados Coalition of Service Industries (BCSI) began its role as the central working unit for the BCSI on January 1, 2004.

The Secretariat currently employs six persons: one Project Manager, three Project Officers, an Administrator and an Office Assistant.

Michelle Hustler joined the BCSI in 2003, as the first employee of the secretariat.  Presently serving as Project Manager – Trade in Services, the senior member of staff at the coalition, Michelle oversees the Project Team and is responsible for project design and implementation.  Michelle has dedicated the last five years to trade in services and to the development of an effective template for a coalition in a developing nation.  Michelle has provided support regarding the establishment of  coalitions in Saint Lucia, St. Vincent, St. Kitts and Nevis, Trinidad and Tobago, Jamaica, Belize, Suriname, Curacao, Egypt and France on behalf of the International Trade Centre for the Services Export Net grouping. Michelle’s emphasis is on practical solutions for potential and existing service exporters.
 
 
Natasha Boyce is the Project Officer with responsibility for Member Relations, Lobbying and Advocacy. Natasha was a Foreign Service Officer at the Ministry of Foreign Affairs in Barbados for four years and has experience working in the International Relations Division, specifically with Canada and Central America and in the Consular Division with oversight for relations with Honorary Consuls and assisting Barbadian nationals in distress in the Western Hemisphere.
 
She is a proud graduate of the University of the West Indies, Mona where she received a B.Sc. in International Relations and Psychology and also of the University of Kent’s London Centre for International Relations where she attained an M.A. in International Relations with Merit focusing on the topic, ‘The Impact of Liberalization on Small Island Developing States in the Caribbean’. 

Lavine Small holds a B.Sc in Management Studies from the University of the West Indies Cave Hill Campus and a M.Sc in Project Management and Evaluation also from the University of the West Indies Cave Hill Campus.  She is the BCSI Project Officer responsible for Development.

Lavine has also received training from the Barbados Institute of Management and Productivity where she gained a Diploma in Management Studies with a specialization in Personnel management.  She has successfully completed the World Bank’s Trade in Services course and the ISO 9001 Internal Auditors Course.

She has a wide range of professional experience in the public and private sectors in Barbados and the US.  She has also done management reviews for Brainbench.com.
